Russian legislators have not given up on the idea of streamlining the information field on the Internet. The greatest concern of deputies is that many citizens still register uncontrollably and anonymously on forums and social networks, evading responsibility for disseminating harmful information. A year ago, deputies attempted to introduce registration on social networks using a passport. That bill was developed by deputy V.V. Milonov. The bill provided for the introduction of fines from 1,000 to 3,000 rubles for users who do not indicate real passport data during registration. For social networks that allowed this, the fine should have been from 100 thousand to 300 thousand. In addition, it was proposed to prohibit registration on social networks for users under 14 years of age.
Milonov’s bill on registration by passport did not even reach a vote, because the Legal Department of the State Duma returned the draft for revision “to fulfill the requirements of the Constitution of the Russian Federation.” Therefore, now deputies are proposing another, more realistic option: linking accounts to a phone number (SIM card), as is done in many instant messengers and in accordance with the recently presented bill on de-anonymization of users in Belarus.
This option also makes it easy to establish the identity of each user, and technically it is much simpler to implement. The proposal was made by Andrei Svintsov, Deputy Chairman of the State Duma Information Policy Committee: “It is clear that social networks require regulation. Those citizens who use them to promote their business or themselves, and also engage in advertising activities, will only be glad if their activities on social networks are protected,” Svintsov said in a comment to the Parliamentary Newspaper.
Svintsov’s proposal will be considered on April 9, 2021 at an expanded meeting of the Information Policy Committee dedicated to regulating social networks and ensuring the rights of their users.
The deputy is confident that the de-anonymization proposal will be positively received by the users themselves, because, among other things, it increases their security: “Neither hackers nor the owners of social networks themselves will be able to hack accounts,” explained the author of the idea. He said that scammers often register on social networks under false names, including creating fake accounts on behalf of famous people - politicians, show business stars, etc. The same problem occurs on dating sites, added Deputy Svintsov.
“We, together with the professional community, need to take measures to stop this behavior,” Svintsov said. “It’s time to treat social media like a serious business.”
Coincidentally, a similar bill on de-anonymizing users on social networks and forums was presented last week in the union of Belarus. There the bill is presented in the form of amendments to the law “On the Mass Media”. According to the project, it is planned to introduce the following changes to legislation:
- voluntary registration of Internet resources as mass media;
- in case of failure to register, Internet resources will not be able to apply to government bodies and other organizations for accreditation of their correspondents;
- mandatory identification of persons posting materials or comments on forums and Internet resources (not only in online publications)
; - in fact, mandatory moderation of Internet resources is provided (since in case of non-compliance with extremely vague restrictions, sanctions may be applied, including blocking);
- It is possible to block social networks.
The Minister of Information of the Republic of Belarus later clarified that users will still be able to publish comments under pseudonyms, but “if there is a question of responsibility, then the resource in which they spoke is obliged to report and indicate who is the author of this or that comment or broader material.” .
The minister also added that “the introduction of such a bill is another step towards the unification of legislation within the Eurasian space.” The lower house of the Belarusian parliament may consider relevant amendments to the law at the session on April 19, 2021.
Legislators in Russia and Belarus often learn from each other, so it would not be surprising if similar provisions appear in the Russian bill.
