How to complain about a person on VKontakte

A window will appear in which you need to indicate what exactly you are complaining about: for example, spam (unsolicited advertising) or offensive behavior. Select a reason by clicking on the circle next to it. Below there is a place for a comment - write there briefly but clearly your explanations - what exactly this person did. Don't write in capital letters, don't put exclamation marks - be calm. It is best if you refer to specific points of the rules of the VKontakte social network that this person violated. At the same time, you can block his access to your VKontakte page (there is a place just below where you can put the appropriate checkbox).

In the VK mobile application, go to the person’s page, click on the menu button (three dots) in the upper right corner and select Complain, then indicate the reason for the complaint.
If the application is not installed, then you cannot complain in the mobile version of VK. But you can open the VK website on your phone in a browser (Chrome, Safari). What will happen next?

VKontakte administration employees will consider your complaint. They will look at the person’s VKontakte page, his messages, the actions he performed. If they think that this person deserves to be blocked, then his page will be blocked (frozen). This will cause him certain problems and he will not be able to use his page for some time. But if he really needs it, he can create new pages on VK (for example, if in his country you can anonymously buy a whole bunch of SIM cards for your phone to use for registration).

If the reasons are insufficient or they are far-fetched, the complaint will be rejected. There are rules for the VKontakte social network, and each user, in theory, must comply with them. This is one of the very common methods used by scammers. You transfer money for goods, and then you are blocked - no money, no goods. You were scammed out of money. Of course, you can complain to the VKontakte administration, but they will block a person only if he violates the rules of the VKontakte site. How to complain about advertising, spam?

If someone sends you messages with unwanted advertisements and you don't like it, you can easily mark these messages as spam!

Click on the message, it will be highlighted. Then click on the This is spam button, which will appear in the upper right corner. The administration will take action if they check this person and see that he is indeed sending unwanted messages.

Why did the person start sending spam?

Most likely, he is not doing this himself. It's just that his page was hacked. Maybe a virus got on his computer, intercepted his password and passed it on to the attackers. Is it possible to go to court, contact the police, the prosecutor's office? What is the punishment for insulting VKontakte?

In essence, an offensive expression on VKontakte is no different from an offensive expression communicated to you in other ways. A person can be punished. Administrative liability is provided for such an act, and there have already been precedents. This is Article 5.61 “Insult” of the Code of Administrative Offences. There is the following wording: “an insult contained in a public speech, a publicly displayed work or the media.” If this is your case, you can contact the prosecutor’s office so that they can open a case. The application is written in free form; you just need to clearly and completely describe the facts, and then demand that your offender be brought to administrative responsibility. Consult with a lawyer first. You need to be prepared to spend time and money. You will need to take a “snapshot” of the VKontakte page where the insult is posted, and go to a notary so that he can check and confirm the fact of publication.

Most likely, you will not apply anywhere, like 99 people out of 100 who were insulted on VKontakte. Therefore, do not waste your time and the lawyer’s time in vain, but rather tell three of your girlfriends (or friends) about everything. Complain to them how bad this person is, and you will feel better.

All that the VKontakte administration can do is block the page of your offender or delete the offensive information. And even then - if he deems it necessary. Maybe you think (especially if you are a schoolboy) that the administration will catch this person and punish him? No, buddy. Punishment can only be according to the law. When contacting the support service, that is, directly to the site administration, it is important to describe in detail the essence of your complaints. You also need to provide evidence:

If moderation staff consider that an unscrupulous user of the social network has violated the rules of use, his profile will certainly be irreversibly blocked.

In the main line, describe in detail why you believe that this user has violated the rules and should be blocked.

Why complain about a VKontakte page?

The main purpose of sending a complaint to a VKontakte user page is to draw the attention of social network moderators to a page that violates the rules. Essentially, by sending a complaint, you are filing a complaint against the user’s actions, indicating that he is violating the rules of the social network. After this, moderators review the complaint, and if the messages sent by the user are indeed SPAM (or otherwise violate the community rules), the user is blocked.

Please note: If you repeatedly send complaints to users who do not violate community rules, the moderators of the social network may block your account. Complaint to the prosecutor's office about the VKontakte group

If the administration of the VK website does not respond to user complaints, and the application under consideration is not within the competence of Roskomnadzor, then the citizen has the right to contact the prosecutor’s office.

This body considers issues regarding groups on social networks such as extremism.

To do this you need:

  1. Go to the website of the General Prosecutor's Office ipriem.genproc.gov.ru. Select the desired territorial prosecutor's office.
  2. Select the “Notification about extremism” tab. In the window that opens, indicate the pages of the VK website with information about extremism (copy the address of the VK group). Next, indicate where the source of information was obtained from, the type of information (for example, there was a call for mass unrest or extremism in the group). Specify the type of information – photo, video, text. Indicate access to information (free or closed). If the applicant has any additional information that he considers necessary, he can enter it in the appropriate field.
  3. Next, the applicant must provide information about himself: full name, region, email address, return address for sending a response to the appeal.
  4. After filling out all the fields, you need to click on the “Submit” button. When the complaint is considered, the prosecutor's office will notify the applicant of the results of his appeal.

Filing a complaint against the VK group to Roskomnadzor

Unfortunately, situations in which VK user requests remain unconsidered are a common occurrence. The site administration does not physically have time to consider all user requests.

If the situation requires an immediate solution, then the user has the right to file a complaint against the VK group through Roskomnadzor.

This organization accepts requests from all adult citizens regarding the presence of illegal information on websites.

Roskomnadzor may block a VKontakte group if it contains the following information:

  • Child pornography.
  • Distribution and advertising of drugs.
  • Information about methods of suicide.
  • Slander.
  • Harmful information for children, etc.

Detailed description of filing a complaint through Roskomnadzor against the VKontakte group:

  1. Log in to the Roskomnadzor website – rkn.gov.ru.
  2. In the panel on the left side of the screen, find the subsection “Appeals from citizens and legal entities” - “Public electronic reception of Roskomnadzor”.
  3. In the “Subject of the appeal” field, select “Internet sites”.
  4. Next, select the subject of the complaint from the list, for example, child pornography, slander, insults, copyright protection, violence, cruelty, etc.

Please note that a clear choice of the subject of the appeal through the Roskomnadzor website guarantees 100% consideration of the user’s complaint:

  • If we are talking about child pornography on the Internet, then the system asks you to fill out a special form for prompt processing of information.
  • If an applicant wants to complain about a group that promotes information of an extremist nature, Roskomnadzor will recommend contacting the website of the Russian Ministry of Internal Affairs.
  • If a person wants to complain about slander and insults in a VK group, then Roskomnadzor will take action against the group only if the citizen goes to court and the judge decides to recognize the materials against the applicant as prohibited.
  • If we are talking about fraud, then Roskomnadzor redirects the citizen’s appeal to the website of the Russian Ministry of Internal Affairs.

You can also file a complaint through the Unified Register on the website https://eais.rkn.gov.ru:

  • In the “Receiving Messages” tab, go to the bottom of the page and fill out the form.
  • Indicate the type of prohibited information, for example, drug propaganda, calls for suicide.

How many times do you need to complain?

Some VK users mistakenly think that the more complaints about the VK group are received, the faster the site administration will block it.

In fact, even one complaint is enough for it to be blocked. The number of hits doesn't matter.

The main thing is that the group that the user is complaining about actually violates the site rules.

The administration does not block a group just like that, they need evidence of the illegality of the actions of users or group administrators, the complaint must be justified, reasoned, preferably with photo or video evidence.
